I branched your post to a new discussion.

Flash Player supports Background updates from an internal server.  It does not support Notification Updates from an internal server.  Documentation to host the Background Update file locally is available in the Flash Player Administrator's Guide, Chapter 3 section 'Background updates from an internal server'.

I don't know if Acrobat Reader supports distribution from a local server.  Please ask  your question on the Acrobat Reader forum.
