You have to be on a specific page for the site to display in the list.

 

Safari, like other browsers, blocks Flash by default.  When Safari detects a site requires Flash, it'll prompt the user to Allow Flash.

 

When selecting to Allow Flash, if you select 'Allow once' the page will only appear in the list for that session.  The page will be removed from the list when you close the browser tab, or exit out of Safari.

 

You can also change the setting 'When visiting other websites' from the defaul

These are all browser settings and controlled by the browser vendor, not Adobe or Flash.
