Can't access flash player global settings.

Flash player works but on the global settings website, the settings manager is invisible.ts1.PNG

All extensions are disabled, same thing happens across multiple browsers. (Tried Chrome, MS Edge, IE11 and Firefox) seems to throw an error status of 403 across all browsers. Image of the console window throwing related warning and error messages (might help with resolving the issue):

If I could get some assistance with this issue it would be greatly appreciated.
