Sounds like you're distributing Flash Player within your organization.  If so, you'll need to obtain a Flash Player distribution license (free for the vast majority of uses cases).  For more information see Adobe Flash Player Distribution | Adobe

With that said, if you're attempting to install Flash Player PPAPI plugin for Chrome, there is no need as Google embeds Flash Player in Chrome and all updates are released by Google.  As of Chrome 59, Google does force users to 'allow' Flash on a site for every Chrome session.  This means that if you're users enable Flash on a site, then exit out of Chrome, when they launch Chrome again to visit that site, they'll be prompted to enable Flash again.

For assistance allowing Flash in Chrome, see Use or fix Flash audio & video - Computer - Google Chrome Help
For more information on Google's continuous changes to how Chrome handles Flash, see Flash Roadmap - The Chromium Projects .  If your org uses Firefox, Mozilla publishes a similar document for Firefox's Flash roadmap.

Google provides support documents for managing/administering Chrome within an enterprise environment.  A search for 'chrome enterprise configuration'  returns many, many results that may be of assistance.
