However, as OP states, it's advisable to not embed Flash Player in PDF as Flash Player, in all forms, well be end-of-lifed at the end of the 2020.

Where did you get the PDF? Suggest your contact whoever created the PDF and ask them for a new version that does NOT require Flash Player which is ending on Dec 31st.

Given that Flash Player is EOL after Dec 31st, I sure wouldn't build anything that uses Flash.

If you use up to date InDesign it will stop you exporting SWF, I think. Only old versions will hit this trap.
