You can download Flash Player plugin used by Acrobat at https://helpx.adobe.com/acrobat/using/flash-player-needed-acrobat-reader.html. However, as OP states, it's advisable to not embed Flash Player in PDF as Flash Player, in all forms, well be end-of-lifed at the end of the 2020.

Where did you get the PDF?  Suggest your contact whoever created the PDF and ask them for a new version that does NOT require Flash Player which is ending on Dec 31st.

Given that Flash Player is EOL after Dec 31st, I sure wouldn't build anything that uses Flash.

Do you want me to move your question over to InDesign?

If you use up to date InDesign it will stop you exporting SWF, I think. Only old versions will hit this trap.
