Cannot download and install flash version 22

Multiple problems with this. Often when I click 'Install now' the page (https://admdownload.adobe.com/bin/live/flashplayer22_xa_install.exe ) says initializing, but will not load, getting the message :
Secure Connection Failed
The connection to the server was reset while the page was loading.
The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.
Please contact the web site owners to inform them of this problem.
If the page does work, the download will not complete, getting a message that the file could not be saved because it could not be read.
Thirdly, if the download does complete, if i open the installer file, the installer opens but then fails (connection error but I have no internet connection issues) and the installer file has then disappeared from downloads folder so I cannot retry.
I am running Win 8 and have had issues with version 21 (often the plugin crashes, live tv cannot stream in browser whether firefox, IE or Chrome).
I have been trying every day to download for a few days hoping that this would resolve but it hasn't. I have tried downloading an installer from https://fpdownload.macromedia.com/pub/flashplayer/latest/help/install_flash_player.exe but my operating system will not run it.

Microsoft embeds Flash Player in win 8.1 and above in IE and Edge and there isn't a separate, standalone, installer for Flash Player for IE or Edge.
If you are using Windows 8.x, you can download the update from the link at the bottom of the Flash Player issues on Windows 8 page. This will download the latest update from Microsoft (we don't host the Windows Update, just a link that downloads the update from Microsoft).Flash Player issues on Windows 8

Please upload the two log files, Adobe_ADM.log and Adobe_GDE.log files, saved at C:\Users\<YourUserID>\AppData\Local\Temp\Adobe_ADMLogs to cloud.acrobat.com/send using the instructions at How to share a document and post the link to the uploaded files in your reply.
