Chrome won't allow flash to run automatically after settings set to allow it

I am using Windows 10 Creators Update with Chrome v 61.0.3163.100 (Official Build) (64-bit)

When I go to settings and set "allow sites to run Flash" I continue having problems where sites I visit won't automatically run Flash. I have to manually permit each site to run Flash. I have tried deleting the browser cache but to no avail.  Any suggestions?

Please see Google's tech doc Use or fix Flash audio & video - Computer - Google Chrome Help  for assistance.  If you continue to experience issues, please contact Google for assistance, as it's their browser that is blocking Flash Player from displaying content.
