When was the last time you updated the virus definitions on Dr Web Security Space Pro?
We routinely run virus scans on the installers and do so before posting them. I checked flashplayer23pp_ha_install.exe on virustotal.com and none of the anti-virus software, including DrWeb, show the file as being malicious. You can test it by going to www.virustotal.com and uploading the file.
In the mean time, I will forward this post to the online installer team.

I now re-downloaded this file from Adobe, and then forcibly unpacked it. In the result, the antivirus program Doctor Web issued a message: Dr.Web Инструменты Менеджер карантина (66 kb) закачан 15 сентября 2016 г. Joxi
