The application made by Electron (using Electron * 1) is scheduled to be distributed inside public organizations (free), and FlashPlayer will be used in Electron * 1 (How to use: https://www.electronjs.org/docs/tutorial/using-pepper-flash-plugin), do I need to apply for a license?
In addition, FlashPlayer is not specifically modified.
* 1Electron = https: //www.electronjs.org/
Is there a charge for applying for a license?
Yes you would need a license to redistribute Flash. No, there is no charge. I am fairly sure the license would require you to stop distributing after December 2020, when Flash reaches end of life. Your application seems to have a very short life, it is surprising to still read about Flash developments, three years after the announcement it will die soon.
it was helpful. Thank you.

Also, if you're distributing your application in China, you'll need to work with our official distribution partner 2144 to license Flash for distribution. Please reach out to support@flash.cn for more information.
