Error  0x80070643 sounds like a Windows Update error, not Flash Player.  If you perform a search for  0x80070643 every result has to do with a Windows Update failure.

I'm curious why you're attempting to install Flash Player 30.0.0.154, which was released in August 2018.  There have been numerous releases (for security and non-security bug fixes) since then, including today's release (32.0.0.192).  Adobe always recommends users install the most recent version of Flash Player, not any previous version with known security issues.  For a list of changes since 30.0.0.154, see the release notes Release Notes Flash Player 31 AIR 31 and Release Notes Flash Player 32 AIR 32 , which also includes links to the Security Bulletin IDs

Which Chromium-based browser are you using?  If Chrome, Google embeds Flash Player in Chrome and loads only the most recent version of Flash Player, not previous versions.

What Flash Player PPAPI version, if any, is currently installed on the system?

I can take a look at the installation log files (both Flash Player and MSI) to see if it provides any useful information.  Please provide the following for the same installation attempt, from the same impacted machine:

Flash Install log files saved at:

  • C:\Windows\System32\Macromed\Flash\FlashInstall64.log
  • C:\Windows\SysWOW64\Macromed\Flash\FlashInstall32.log
  • MSI log file with options vx (verbose & extra debugging) enabled

Upload all files to Document Cloud (see How to share a file using Adobe Document Cloud ) or some other file sharing service of your choice that doesn't require user account to access.  Post the link to the uploaded files in your reply.

With that said, in the interim, I recommend you look into this being a Windows Update issue, not Flash Player install issue.
