It's difficult, at best, to understand what you're refering to without a screenshot.
If you're referring to the icon in the attached screenshot that displays on the desktop this is due to some program requiring Flash Player and Flash Player has been end-of-lifed and no longer loads content.
You'll need to identify which program this is and uninstall it to get rid of the icon on the desktop. One such program has been identified as Smilebox.
