Flash installs on Chrome, but NOT Safari

Everything is great in thé download process, only I'm trying to use Safari and not Google Chrome and it just won't download for Safari

What does "it just won't download for Safari" mean?  I 've downloaded Flash Player NPAPI plugin for Firefox/Safari from https://get.adobe.com/flashplayer several times today using macOS 10.13 with no issues.
