Flash Player is a language runtime (like Java), not a video player.  Other people write video players using Flash as the underlying technology.  The behavior of the arrow keys is defined by the player running on top of us, not in Flash Player itself.  You need to talk to the content provider, but my guess is that it's probably not adjustable.
