I get an error message that I need to update Flash Player.  It takes me to the Adobe site, and it tells me that flash player is updated. I click on the link to test flash player and I get a message that flash player is disabled.  I am trying to use edge.  I follow the instructions to go to advanced settings and the flash player is showing on.  I then refresh the page per the instructions and still get the message it is disabled.  How do I fix this issue?

If you have Windows 10 Creators Update (OS Version 1703), Microsoft implements Flash click-to-play, by default, on a per-site basis.  Microsoft does NOT provide the ability to enable Flash Player on all sites.  More information is available at https://blogs.windows.com/msedgedev/2016/12/14/edge-flash-click-run.

  1. Look in the address field for the puzzle piece:
  2. If the puzzle piece is visible, click on it to display the ‘Adobe Flash content was blocked’ message with the option to ‘Allow once’ or ‘Always allow’:
  3. Select either ‘Allow once’ or ‘Always allow’. Recall that this is on a per-site basis. Allowing it for this site will not allow it for any other site
  4. If the puzzle piece is not visible on the page, look for a ‘Download Flash’ or ‘Enable Flash’ link/button, or similar text, link, or button on the page.  Clicking on the text, link, or button will display the ‘Adobe Flash content was blocked’ window, from step 2.

This is really not much help, especially in regards to web pages that do not have the puzzle piece shown.

Not all web sites will have the puzzle piece.  It depends how the content provider has coded the site.  This is why I asked to look for something on the page about downloading Flash.  Please provide a direct link to content that is exhibiting the behaviour.

Note that this is a change made by Microsoft in how Edge handles Flash.  This is NOT a change made by Adobe.
