Microsoft disables Flash Player on a per-site basis on Edge, even though the over-all setting is set to 'enable'.  See Troubleshooting Flash Player on Microsoft Edge for assistance.  Additional information is provided in this Microsoft blog post: Extending User Control of Flash with Click-to-Run - Microsoft Edge Dev BlogMicrosoft Edge Dev Blog , including instructions (towards the bottom of the page) to report sites that don't comply with Edge's Flash Player click-to-play implementation to Microsoft.
