It's possible a Chrome process is still running in the background.  Launch Task Manager, select to view all process, by all users.  Look for the Chrome process and terminate it.

It's possible some other program is identifying itself as Chrome.  Expand the Task Manager items by clicking the 'More Details' link at the bottom right.

Also, Google embeds Flash Player in Chrome, there is no need to install the separate Flash Player PPAPI plugin separately.  Google also disables Flash by default and users must enable it, usually per site.  See Use or fix Flash audio & video - Computer - Google Chrome Help for assistance in troubleshooting Flash Player in Chrome.
