This will display the 'Allow Flash' dialog window.

This is Microsoft/Edge behaviour, not Flash Player.  On Edge, Microsoft blocks Flash by default and users must enable it on a per-site basis.  There is no option to always allow Flash for all sites.

Is it not working on that site, or other sites?  For 'that site' are you referring to the Adobe site in your screenshot, or some other site?

I tried this but that puzzle piece is not there, I have enabled it several times and nothing no way to test either since it keeps telling me it is not enabled. Google is also blocked flash player currently.

The puzzle piece may or may not be there - all depends on how the page is coded.

For Edge see https://forums.adobe.com/docs/DOC-8541

For Chrome, see Use or fix Flash audio & video - Computer - Google Chrome Help

If you continue to have issues enabling Flash, please contact the browser vendors as it's their browser, not Adobe, that is blocking Flash.
