Flash Player is EOL and disabled by default.  The ideal solution would be to contact the vendor and get an update that removes the Flash dependency.

Here's the original EOL announcement from 2017:

https://theblog.adobe.com/adobe-flash-update/

More importantly, all of the major browser vendors are dropping support for Flash in the coming weeks and months, so while you can get it working temporarily, you're going to have to deal with the fundamental issue soon.

You can read about the options for re-enabling this tool in the Enterprise FAQ, here:

https://www.adobe.com/products/flashplayer/end-of-life.html

You'll use a set of features called Enterprise Enablement to explicitly allow Flash Player to load the content necessary to get your tool working again.  You can find more details about that in the Flash Player Admin Guide, here:

https://www.adobe.com/devnet/flashplayer/articles/flash_player_admin_guide.html
