forums is the only support mechanism for Flash Player

You're reply is extremely vague.  You need to be more specific in order for us to help, and provide the requested information.  I can guess to some information, based on your usage of windows 10, but that can end up in me potentially providing wrong information.

With that said, if clicking the puzzle piece in the browser doesn't display the option to allow Flash, it's a browser issue, not Flash Player, as that feature is a browser feature, not Flash Player.

Glad to provide more assistance, when more information is provided.

Contact the browser vendor

Or it could be the content provider that hasn't coded their Flash detection scripts to conform to browser requirements

Again, it's really difficult to provide any meaningful help without your providing information that will help troubleshoot the issue.  Regardless of whom you contact for assistance,  you'll need to provide usable information for them to help you.

<edit>

Most browser vendors are making it more and more difficult for end-users to allow Flash on their end.  This is going to get progressively worse as we near Flash's end-of-life in 2020.  So, depending on the browser you're using, you could be running into some of these issues.
