Both Adobe and browser vendors are dropping support for Flash Player. If your organization requires Flash Player beyond December 2020 your organization can contact with Adobe's distribution licensing partner, Harman, for a solution post-December 2020.  For more information, see https://theblog.adobe.com/update-for-enterprise-adobe-flash-player/ and https://services.harman.com/partners/adobe

It's not Adobe who decided to EOL Flash, but major browsers who decided to abandon PPAPI and NPAPI plugin concept for the profit of webassembly
