If you're using Safari 14 you'll need to use Chrome (embeds Flash Player so no need to download it separately), Firefox, or Oepra. Apple dropped support for Flash Player in Safari 14.  Nothing will make it work in Safari 14.

Perhaps you chose to download Safari 12? If so, one of the exciting new features is you can no longer run Flash Player with it. Exciting!

Apple dropped support for Flash Player in Safari 14, ahead of Flash Player's end-of-life at the end of the 2020.  You're option is to use a different browser to view Flash content.
