Following steps but get message that Flash is not installed

I've followed all the steps but when I check that Flash is installed I get the following message:

I've double checked everything and can't work out why it isn't installed/enabled.

While on the page you want to view Flash content on, go to Safari > Preferences > Websites > Flash Player

Make sure the site URL is listed and the Flash status is On:

If the status is Off, change it to On or Ask.  Exit out of Safari Preferences and refresh the browser tab/window.


If the status is set to On, Flash content will display

If the status is set to Ask, when the page is refreshed, Safari will prompt you to trust the site:

Selecting Trust changes the Flash status to On in Safari Preferences and Flash content displays.
