Help...My Husbands Army training site Wont allow all buttons to show and its a adobe flash window!?

My husbnd is trying to complete his future soldier training and the whole page is run off of adobe flash player almost all the buttons work except the important ones where he has to take the test and print his certs out... i don't understand why it wont show if all the other buttons are showing i have already downloaded the newest edition of flashplayer and have made sure that everything is running right but it still wont work. His SRGT is telling him they have to be completed before he ships out and so now i need to fix this issue can somone please tell me what i can do....p.s it's a government website
