How to get an older version of Flash to redistribute?

I have a redistributable license, however I don't see how to download/ install anything but the latest version of the Flash plugin (28.0.0.137). I need to get version 28.0.0.126 (last release in 2017), so how do I acquire this version to redistribute/ install? It is a requirement that I use the latest from 2017, not anything from 2018.

Previous versions are available on the Archived Adobe Flash Player versions page.  However, It is highly recommended to always run the latest version of Flash Player, especially on internet connected systems, as every release usually contains security bug fixes.
