How to save the flash video that is playing

I have window 7, IE 11, and Flash version 31 just downloaded 11/16/18 from Adobe site. 

Watched a video and wanted to store it on hard drive.

Other than recording what is seen on the screen using screen capture programs, can data stream used by Flash be saved directly to hard drive so the same quality video can be saved and played without needing internet access?  If so, how?

depend how the movie is encoded and what protocol it's used, in the cache you can find them also

Yeah, it's highly dependent on the individual video implementation (Flash Player itself is not a video player, but you can build one on top of it), and whether or not the content provider is using DRM (which would expressly prevent you from doing any kind of scraping).

The short and ethical answer would be to ask the content provider to make those assets available to you for download.
