Flash Player has never been supported on any iOS device (iPhone/iPad).  This was an Apple decision, not Adobe decision.

 

The only option of iOS users I'm aware of is to use a browser that renders Flash in the cloud.  A popular option is Puffin, but there are others.  Just perform an internet search for something like: flash browser for iOS

You are correct. Flash Player is not available for the iPad, and never will be. (Flash Player is going away for everyone else in less than a year).
