I can't install Flash player on windows xp

So, i just made a VM with Windows XP, i wanted to watch some videos and play some flash games, i attempted to download flash player from adobe's official site, i installed the version for IE, but on the setup, it gave me the message of "initialization error", i tried restarting and reinstalling, but nothing works, i also recorded the process of me trying to install flash, please reply, thanks.

Last Flash Works with Windows XP SP3 min.

I know it works with SP3, but for some reason, its not working for me...

maybe the issue is the VM, or mssing some TLS libraries
