Anytime I get now a flashplayer update reminder, I tend to ignore it because it is a waste of time!
The same update is repeatedly offered for update and when it already happened - done before - people loose interest.
So why is this counter-productive behavior happening?
Here are my flashplayer updates - you can see for yourself, how often the 28 version has been offered and downloaded but was a dup.
This behavior kills interest and killing the demand, maybe intended?

Flash Player will continue to prompt you to install the update until you either install it or configure the system to not remind you of an update.
According to the file names posted, the vast majority are Flash Player PPAPI plugin for Chromium-based browsers. If you only use Chrome there is no need to install Flash Player separately as Google embeds Flash Player in Chrome and updates for the embedded version of Flash Player are released by Google.
Again, it doesn't appear to be malfunctioning, only that you either need to install the update, or configure Flash to not check for updates.

So - you are telling me, to take an action to avoid a repeated automatic popup to install something unnecessary is OK and not a malfunction?
I'd say, get a life!

Flash Player update functionality has been the same for years. It's not something new. When a user installs Flash Player, there are 3 update options:
Based on your comments it sounds like your system is configured to notify for updates. Therefore, this option was either selected when Flash Player was installed, or if the 1st option was selected, it switched to notify after 7 failed attempts at updating in the background
To verify the current update option, post a screenshot of the Control Panel\All Control Panel Items > Flash Player > Updates tab.
Of course, ff you feel Flash Player is unnecessary, uninstall it. There is no need to have software installed if you do not want it. The uninstaller is posted at Uninstall Flash Player for Windows
