Installed Flash Active X per system via SCCM - when users that are not admins access flash training courses, shows flash is not installed

We download the flash player active x msi, directly from the flash player licensing website to create a Flash Player Active X application and deploy it through SCCM as system - whether or not a user is logged in. The GUID, msi and installation source\path is the same on all 15,000 + WIN 7 machines in our environment since we are deploying through SCCM. SCCM shows installation success on the machines. The majority of our end-users do not have admin rights.

We received reports from various users that when attempting to take training courses with flash content, the course detects that flash player active x is not installed. The website states to download the latest version of flash player. When we log in to troubleshoot (rdp to machine as an admin) the install, by “verifying flash installed” on the adobe website https://helpx.adobe.com/flash-player.html shows installed. When we log in as a non-admin the website states to download the latest version of flash. In both instances, we show Active X is installed in add/remove programs and in the registry.

We download and run the exe file from the website. It installs it side by side with the msi. The adobe website then detects flash as being installed. We do not recall in the past, that flash player active x having this issue where flash - when installed per system - does not register on the user's profile as being installed. This has been on multiple versions of Active X, but most recently found on 27.0.0.130, 27.0.0.170 and 27.0.0.183  We have looked in the Admin Guides and do not see a specific answer to our questions. Did this change recently? Is it recommended to install Flash Player Active X via SCCM only when a user is logged in?  Is Flash Player Active X user profile specific?  If we install it via SCCM, only when a user is logged in -  when a different user logs in, will the install kick off again for that user and continue for every users that logs in? What specific user registry keys is the flash website looking for to show that it is indeed installed? Why does the msi not generate these keys for the user? is there a way to install as system and then create the registry keys for the user to bypass this? Has anyone has success installing the exe, deploy as system whether or not a user is logged in - and have it show installed (flash website) when the user tests it?

Flash Player is installed to a system-wide location, there isn't a per-user location that it's installed to.  When installed via SCCM, it should work for all users.  We'd like to get additional information from you to investigate further.  Please provide the following:

  • What is the version of Internet Explorer of impacted users?
  • Does the version if Internet Explorer differ between impacted and non-impacted users?
  • Were the impacted users logged in at install time, or were no users logged in? Or does this issue impact both workflows?
  • FlashInstall log file(s) from an impacted system:
    • 32-bit OS: C:\Windows\system32\Macromed\Flash\FlashInstall32.log
    • 64-bit OS: C:\Windows\system32\Macromed\Flash\FlashInstall64.log AND C:\Windows\syswow64\Macromed\Flash\FlashInstall32.log (both are required)

all machines are on the same version of IE11 (11.0.9600.18816 update version 11.0.47 all settings are locked down via GPO. Our SCCM deployment methods, for the past 2.5 years, for flash have always been - Install by system whether or not a user is logged in.

During our testing to recreate the scenario, we have tried multiple methods.

Non-admin logged in (receive the error that flash is not installed)

Admin logged in (no error message receieved)

No user logged in (SCCM shows installed) no way to test

Installed via SCCM -

Manually installed by an Admin - flash shows installed on flash help website

We do not know if a user was actively logged into the system when the install via SCCM kicked off or not. This has occurred with flash active x 27.0.0.130 , 27.0.0.170 and 27.0.0.183 (.183 as of today)

This is a x64 machine log - flash shows installed successfully in add/remove programs and on the flash page - non admin logged in for the install - the flash help page shows installed with the correct version:

What I have noticed, on several non-working machines, is that the Shockwave Flash Object is not in the tools and extension - even when showing all extensions, after the installation of any version Flash Player Active X.

What I just saw was on a machine with issues was that when I ran the uninstall_flash_player.exe tool, removed all instances from the following directories, then re-ran the .183 installation, the Shockwave Flash Object showed up in the extensions and then the webpage showed that flash was installed:

C:\Windows\system32\Macromed\Flash

%appdata%\Adobe\Flash Player

%appdata%\Macromedia\Flash Player

I guess that these 5,000 machines may have a corrupted installation where the Shockwave Flash Object is not being installed - what I do not know is why it would not install as a part of the msi. Is there a way to only install the Shockwave Flash Object outside of the normal Flash Player Active X installation?

Would the recommended way to fix these machines be to utilize the method I described above?
