Installing Adobe Flash onto Non-PC Commercial Product

I see there are two different types of licenses for incorporating Adobe Flash Player into our commercial product at: Adobe Flash Player Distribution | Adobe.

The Royalty-Free license version says "distributor shall not distribute, download, or embed any Adobe Runtime on any non-PC device" for example "internet appliance or other internet-connected device." Does this mean we cannot install adobe flash onto our product that is a standalone internet connected hardware device or for our virtual machine version? 

How do we find out the type of license? Or apply for that license?

How do we get someone one the phone to discuss this?
