Installing Adobe Flash Player Issues

I thought I've previously downloaded Flash Player on my computer because I've used certain programs with no problem and they are now telling me I have to re-download Adobe Flash Player.

I tried to install the Adobe Flash Player on my Mac. I followed the steps by going to the website, clicking "download," finding the new downloaded installer. I clicked the installer and chose the option "Open." I then proceeded with the download process, I accepted the Terms and Conditions, clicked "Install," and watched the installer slowly complete to 100 percent. Then at the end it told me I needed to restart my browser, so I force quit Safari and reopened it. It still claims it isn't installed. I've tried this NUMEROUS times now and am getting really frustrated. I've even tried restarting my computer entirely. Nothing is working. Please please please help me because I need to get my work down with these specific websites that require Flash.

Flash Player appears to be installed, but needs to be enabled.   See Enable Adobe Flash Player for Safari 

Essentially, at this point, the major browser vendors are blocking Flash by default and forcing users to enable it, usually on a per site basis.
