Installing Adobe Flash Player onto Commercial Device

What is the right distribution license to get for installing Adobe flash player onto a commercial standalone internet connected hardware device or for our virtual machine version of the product?

I see there are two different types of licenses for incorporating Adobe Flash Player into our commercial product at: Adobe Flash Player Distribution | Adobe.

The Royalty-Free license version says "distributor shall not distribute, download, or embed any Adobe Runtime on any non-PC device" for example "internet appliance or other internet-connected device." This seems to imply that we cannot use this license. Can someone confirm?  

How do we get someone one the phone to discuss this?
