According to Microsoft's support for Adobe Flash EoL post here:

https://blogs.windows.com/msedgedev/2020/09/04/update-adobe-flash-end-support/

It states that for enterprise customers, Adobe Flash will still be able to be loaded as a plug-in for Internet Explorer 11 but there will not be one provided by Microsoft.

So my question is: Is there somewhere that it will be available? Or is that something that is supposed to be discussed with Harman?

Licensing a solution from Harman is probably your best choice.  It's definitely worth talking to them about your specific needs and the available options.  You can find more details in the Enterprise EOL FAQ, here:  https://www.adobe.com/products/flashplayer/enterprise-end-of-life.html
