If the website is entirely Flash driven, it is of little use to anyone.  Browsers have already stopped supporting Flash Player plugins by default.  And mobile devices never supported Flash.

Website owners should have an exit strategy in place.  Flash content must be re-built with replacement technologies like MP4 video or HTML5 animation.   Otherwise, the site should be taken down permanently.

Sites that need Flash Player will no longer work. Unless they are made to work a different way (a project that might take days or years). That’s all folks. People who run sites have had years to do this work, but for various reasons many sites won’t be changed and will be dead. Perhaps most alarming is that quite a lot of colleges have active courses that use Flash, and have done nothing. It’s probably too late for many of them, and their students. (I don’t say any of this is good).
