every time we are attempting to use online program it keeps prompting us to download the adobe flash player but we are suppose to already have it on this specific chrome book. ?

Yes, Google embeds Flash Player in Chrome (in Windows, Mac, and Chrome books), however, it's disabled by default.  You need to manually enable it.  See Use or fix Flash audio & video - Computer - Google Chrome Help for assistance.  If you continue to experience issues, please contact Google as it's their browser that is preventing the plugin from loading correctly.

I recommend contacting Google.  It's their browser blocking the plugin. It's not Flash Player issue.
