Plugins are blocked even tho settings allow them

We're having trouble checking our voicemail system on Google Chrome, which most of our employees prefer. I've gone into the content settings and allowed JavaScript and Flash to run, even adding the voicemail website to the list of sites that are allowed, even tho settings are set to allow all.

Please advise.
