Problem with Adobe Flash

I'm trying to access a program that needs flash player 10.2 and I've downloaded the updates and it says I have the program. I've tried your troubleshooting and it appears in browser that adobe flash player is turned on, but when I try to test it, it says it's disabled. How can I fix this?

Operating system and browser being used?

Microsoft does not allow external installs into Edge or Internet Explorer

If you want the latest Flash Player, you will have to use a non-Microsoft browser
