program asking me to upgrade to flah player 8

I'm truying to do a cours online and the program is asking me to upgrade my web browser to flash player 8 or greater but I'm having no luck

I think that Microsoft has LOCKED Internet Explorer and Edge, so only Microsoft approved versions may be added... by Microsoft

Flash Player 8??  The current Flash Player is 32.

That course sounds really outdated to me.  Most online courses don't even use Flash anymore because browsers don't support the plugins.  Maybe you should look for another course that is more current.
