3200.171 flash installed in chrome 73.0.3683.103 may be causing Windows 1809 Home to stutter.Tried all the fixes and nothing works.Its the worst on You Tube.Is this is a bug with flash?

Tried everything. It has to be a problem with Windows 1809 or third party driver that hasn't been patched yet.I get a complete  freeze in Chrome with a buzzing noise from my built in speakers.Frame drops increase over time and it seems to cause some type of memory issue that even increasing virtual memory does not solve.Memtest86 showed no errors.

I know it doesn't but could a bug in Flash still cause issues streaming videos even with HTML5?

Nope, and Chrome explicitly blocks Flash from running by default, so it's not running unless you're getting and approving a prompt to run Flash, which you aren't... and no, simply having Flash installed doesn't break other stuff.  It doesn't work like that.

If you haven't already, "when in doubt, reboot" is fantastic advice.


If the issue persists, it's much more likely that you're running into a performance or driver issue.  You could try disabling hardware acceleration in Chrome itself to see if that improves or changes things.  If the symptoms go away and Chrome isn't using hardware acceleration, that's a good indication that there's a driver problem.  If it doesn't help, then it's probably something else, but nothing is jumping out at me.
