Unable to "Apply to Distribue Flash Player"

So our license to distribute flash player in our corporate environment has expired.   I'm trying to re-apply for a new license using the link on this page   http://www.adobe.com/products/players/flash-player-distribution.html   and it doesn't appear to go anywhere.  I've tried this with multiple browsers and systems and get the same result.

Did u tried to clear cas files or from another ISP ?
