This is legitimate.  The uninstall runs silently in the background and only removes non-browser embeded Flash Player versions. For browser embedded Flash Player versions: Chrome: Google will remove Flash Player support in Chrome 88, scheduled for release some time this month. Windows 8.x/10: Microsoft has released an update, https://support.microsoft.com/en-us/help/4577586/update-for-removal-of-adobe-flash-player, to remove the IE/Edge embedded Flash Player ActiveX Control
