For Flash Player, you can use the standalone uninstaller posted at https://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

Note that the uninstaller will not uninstall embeded versions of Flash Player.

Google embeds Flash Player PPAPI in Chrome and Microsoft embeds Flash Player ActiveX Control for IE/Edge in Windows 10.  The uninstaller will not remove theses embeded versions.  It will only uninstall Flash Player versions intalled manually by you.
