Where can I download the offline msi installer for the latest flash version .445? 
The dist. link that I have used in the past is not available any longer. I have reapplied for the dist. lic. and have not heard back. I am in dire need to patch workstation in my organization.

I am mentioning this in case you missed it, because it is very important. At the end of 2020 Flash Player reaches end-of-life and will be blocked for almost all users. Almost all Flash-based web sites and apps will stop working. More info from Adobe https://www.adobe.com/products/flashplayer/end-of-life.html

The licensing response is usually really fast these days.  When people don't get the email, it's usually because it got caught up in a perimeter email security system.  Adobe sends the unique information for your license as an encrypted PDF, and a lot of permimeter email system will quarantine them because they can't read them to check them for embedded malware.  More than likely, it's been sitting in a quarantine portal or a spam folder.
