Flash Player is going away in less than 2 months. Flash Player never made animations, it just showed them.

As OP said, Flash Player is reaching end-of-life at the end of 2020. It's absolutely not advised to develop anything for Flash Player at this time.

That video still isn't available to view, and daily motion says it was uploaded 4 hours ago. They're either super backlogged or something went wrong...
Anyway, if you have all the source images and just need to compile them into a linear animated sequence, the easiest way (particularly if you're going to be constantly generating these from a windowed view of the data as new images come in) is to probably use some commandline tools.
If I was going to build this from scratch, I'd probably just script something using ImageMagick on the Linux commandline that compiled the images and published them.
I'm pretty sure that you could do this manually with PhotoShop, and Ps has some automation scripting facilities that could automate this, but that seems like overkill.
