https://www.puffinbrowser.com/index.php runs Flash in the cloud and streams it back to iPad, which is about as good as you're going to get.  

Flash Player's End-Of-Life date is December 31, so as some of the other folks have pointed out, you're better off finding an ipadOS-native replacement for whatever it is that you want to use.
