When will MS issue a mandatory security update that removes Flash permanently?

Many enterprises are using a temporary workaround to continue to use Flash (mms.cfg). This workaround only works if you have not installed the optional KB4577586 from MS that completely removes Flash from Windows 10. When will a mandadory version of KB4577586 released by MS?

This is a question for Microsoft, not Adobe, as IE/Edge embedded Flash Player is managed by Microsoft, not Adobe.
