Why have the offline download urls been removed?

Last year, I could get the offline versions from the urls below.

https://fpdownload.adobe.com/get/flashplayer/latest/help/install_flash_player_ax.exe

https://fpdownload.adobe.com/get/flashplayer/latest/help/install_flash_player_ppapi.exe

Why have they been removed? When I click them, the page directly takes me to the installation page. I need different versions for different PCs, not just firefox version that I'm using firefox to download NOW. Do I have to use chrome to download the chrome version and use IE to download the IE version? This is ridiculous!

Even when I visit the page of archived versions, so that I can download old versions for the old systems, it still take me to the installation page, where shows the lastest version.

What happened to the redirections? It seems all the downloads take me to the installation page.

DO NOT tell me the security risks for the old versions. I just want to download them for offline usings, and I also DO NOT want to see the "2144 Game Center".

imho you need to apply a stupid distribution licence at Adobe Flash Player Distribution | Adobe  once accepted, if you're logged-in the links should work.

The short answer is that they were being egregiously abused in a way that had a materially negative impact on our business.

While we would like to provide unfettered access to them, this falls into the "this is why we can't have nice things" category. 

If you're a system administrator distributing Flash Player inside their enterprise, you'll now need a valid distribution license (which is generally free).  Once the license is issued, you'll be granted access to the appropriate downloads.
