Yes, it's confusing but PDF has no connection to Flash Player. For PDF, Adobe make Acrobat Reader, which is not going away.

PS Multimedia (videos, sounds) in some old PDF files might be affected.

Any guidance on how we can now open & CONVERT old documents recently found (2014 and earlier) PDF files that we believe have embeded Flash Audio?

If you have access to the indesign files you can export to publish online instead of .pdf.

Good thought, but unfortunately these are old files that appear to have been provided to us as a work product through a 3rd party 8+ years ago that are now being referenced for either Tax or Leagal reasons.... 

Even if we build an old win 10 (or win 7) system and install a legacy version of flash, we could (if security would allow) "print" it back to a raw pdf file and try to figure out how to extract the audio or other media files....

Was hoping that there was maybe something that would provide a more automated methood... or at least allow the document to open and continue to block the "flash" component.

You can change the media player settings from acrobat. Like this:
