You'll either need ask an administrator (depending on the context, this might be an IT person, lab manager or parent) to install Flash for you, or to give you administrator rights. Also, as others have pointed out, Flash Player end-of-life is December 31, 2020.  We're actively encouraging people to uninstall it at this point.  You're better off finding a different game that doesn't require Flash.  For convenience, here are links to the uninstallers:  Uninstall Flash Player - Windows: https://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html...

Your computer is tell you that your current username sign in does not have the proper permissions to install programs and or not Adobe programs.

Your current username sign in is a Standard user and not a Admin user.

This has nothing to do with Adobe. It is YOUR Computer that is giving you that error message.

Flash Player installation does not require you to be logged in to your Adobe account to install.  There is no relation between the two.

Due to Flash Player files being saved to protected file system locations that require elevated permssions, Flash Player does require Administrator rights to install.  Please ensure the user account you are using (the one you use to log into your computer) has Administrator permissions.  If not, provide the account information (user ID, password) of an account that does have Administrator permissions.

Just give up and find some other site or game. Flash Player is going away in less than a month, gone forever, so it probably isn't worth your effort to get it installed.
